Do the Section 608 leak-repair provisions (mandatory repair once a leak rate exceeds the applicable trigger) apply to Type III low-pressure chillers, the same as they apply to Type II high-pressure equipment?
Not quite. The answer is D: Yes — a low-pressure chiller holding 50 pounds or more of an ozone-depleting refrigerant such as R-123 is covered by the same leak-repair rule as other covered appliances
Leak-repair obligations are driven by the appliance's full charge and refrigerant type, not its pressure class. A low-pressure chiller with 50 lb or more of an ozone-depleting refrigerant such as HCFC-123 (a class II substance) must be repaired, retrofitted, or retired when it exceeds its leak-rate trigger, even though its leaks are detected differently (standing vacuum tests, purge unit monitoring). Chillers that use only HFC refrigerants are instead covered by the AIM Act leak-repair rule (40 CFR 84.106) for appliances of 15 lb or more.

Read the eCFR text current through 2026-10-30 of § 82.157. Applies by full charge (50+ lb) and refrigerant type (class I/II, which includes HCFC-123 per Appendix B to 40 CFR 82 Subpart A), not by pressure class. Low-pressure appliances using HFC-only refrigerants fall instead under 40 CFR 84.106 (15+ lb) from Jan. 1, 2026.
