True or False: Refrigerant that has only been recycled (not reclaimed) may legally be sold to a different owner and represented as equivalent to new refrigerant.
Not quite. The answer is B: False
Recycled refrigerant has not been verified through chemical analysis to meet a recognized purity standard, so it cannot be represented or sold as equivalent to new product — that status is reserved for reclaimed refrigerant. Recycled refrigerant is generally limited to reuse within the same ownership it came from, precisely because nobody outside that chain can vouch for its condition the way a reclamation facility's testing does.

Checked against the official text
Read the eCFR text current through 2026-10-30 of § 82.154. Used refrigerant may be sold to others only if reclaimed by a certified reclaimer (or a few narrow exceptions). 40 CFR 84.104(a) says the same for HFCs and other regulated substances.
